Drill idea
Royale Oceanic enjoys drills with the fleet and regularly participates. We would like to share some of the different scenarios that we have used in the past. If you would like your crew to undertake a drill with us then please contact hello@royaleoceanic.com and we would be delighted to add a different dimension to the drill with a bespoke scenario.
DRILL OBJECTIVES
The Exercise has Five (5) high level Objectives, to test the following:
- The integration and communication between Emergency Response Teams and/or casualty vessel.
- The ability of ERT members to carry out their roles and responsibility within Emergency Response Area.
- The response of DPA and Incident Commander as first responders.
- The effectiveness of Emergency Flash Cards, Checklists and Emergency Response Procedures both ashore and afloat.
- Emergency Response actions of those on board.

THIS SCENARIO IS FICTIONAL AND HAS BEEN DEVELOPED TO COMBINE A SELECTION OF RESPONSES TO THE EXERCISE INCIDENT

Vessel Data
The Vessel selected for the Exercise is Motor Yacht ________
Crew & Passenger Data
The Crew and Passenger data to be used for the exercise will be the actual compliment for the date and time of the Exercise.
Oil Data
The quantity of Oil on board to be used for the Exercise will be the actual quantity on board for the date and time of the Exercise.
Met-Ocean Data
Any initial Environmental Data (wind, sea, tide, current etc) given in the Scenario will be simulated.
Throughout the Exercise, the acquisition of any Meteorological and Tidal Data gathered by the ERT should be real time and actual.
Geographical Position
The Incident takes place in European waters, approximately 10nm East of Barcelona
INJECT 0
Scenario
The vessel has left Barcelona on an Easterly course at a speed of 12 knots destined for Malta. All on board Systems are functioning normally. The passage so far has been uneventful. Having safely cleared Barcelona port limits, the Eng Room team leave the E/Room to take breakfast and the E/Room is Unmanned.
The Captain and Chief Engineer are also having breakfast and are generally discussing the schedule for the upcoming days’ schedule.
Now, approximately 10NM out of Barcelona in position 41 22 N 002 55 E, a Fire alarm sounds, seconds later the vessel loses power and the emergency generator fails to start.
The OOW confirms that the fire alarm was activated in the Eng Room (generator space)
Having responded to the incident, the Chief Eng informs the Bridge that there is light smoke in the Engine Space and is investigating the cause, he will revert back as soon as he knows further.
Inject 0 Targets:
- Initial action in an emergency both on board and ashore.
- What information is received from the vessel on the initial call?
- Does the call receiver know what questions to ask?
- How does the information from the initial notification feed into the ERT roles and responsibilities?
- What is the priority –
- Regain propulsion?
- Fight possible fire?
- Determine if any Casualties?
- Determine Cause?
- Damage assessment?
INJECT 1
Scenario
The Chief Engineer has suffered minor smoke inhalation and is being treated.
- No other casualties.
- Smoke is starting to clear from E/R machinery space, there is no sign of a fire, it appears that the smoke came from some mechanical failure.
- Wind is South Eastery force 4 to 5 with less than 1 meter sea/swell. Vessel is drifting towards the shore.
- Still no propulsion.
- 2nd Eng will investigate soon as the smoke clearing.
Inject 1 Targets:
- Captain advises ERT of their responses to the initial scenario
- ERT informs Captain of the new scenario above who in turn advises HODs
- Agree lines of communications and how often
- Does the ERT now take a time out to decide on a response plan or do they wait for further information from the casualty?
- How will the ERT take the limited information and assess the impact of the incident to agree an Incident management strategy.
INJECT 2
Scenario
- The vessel is still drifting towards the shore in a North Easterly direction with a real possibility of Grounding – ETA to Grounding is Approx one hour.
- The Chief Engineer feels fine and he wants to assist the 2nd Eng but Captain has instructed him not to return to Eng Room.
- The 2nd Eng is doing all they can but still no propulsion.
- 2nd Eng confirms no sign of fire, smoke was caused due to a mechanical failure. Reverting back.
Inject 2 Targets:
- Captain advises ERT of their responses to the initial scenario and what their immediate actions are taken in to avoid impact?
- ERT informs Captain of the new scenario above who in turn advises HODs
- What actions are considered to minimise environmental impact if impact was to occur?
- What resources are to be used?
INJECT 3
Scenario
- The Captain has contacted Barcelona Coast Guard which have mobilised Rescue Services to attend vessel, including a Helicopter, Lifeboat and Salvage Tug.
- Tug ETA – 1 hour
- There is a local Fishing Boat nearby; he is offering supply of a Tow.
- Master has requested the Fishing Boat to stand off but to remain close by his position.
Inject 3 Target Areas:
- What immediate actions are taken on receipt of this latest update?
- What are the priorities, prepare for Tug, Potential Grounding, use the fishing vessel?
- Is there a risk of injury if vessel Grounds? What other information is needed that may have an impact on the ERT decision making?
- Are the resources that are on the way sufficient to avert danger?
INJECT 4
Scenario
- Coastguard Helicopter on Scene, have advised crew of Helicopter that there was no need for anyone to be evacuated.
- Have visual on Salvage Tug who is closing the position, yacht has established communications on VHF.
- The wind has eased to a Westerly force 3 which is improving the drift direction.
- Vessel is not in immediate danger of Grounding.
- Preparing to receive Tow.
Inject 4 Target Areas:
- What instructions can ERT give Master?
- What external agencies need to be contacted?
- What is the priority at this stage?
INJECT 5
Scenario
- Coast Guard Tug on Scene and standing by.
- Harbourmaster wants a salvage plan agreed with vessel mangers before providing tow.
- Helicopter and Lifeboat have been stood down by Spanish CG.
- 2nd Eng who is relatively new to the Company (joined yacht 4 weeks ago) is requesting assistance of Chief Eng in the Eng Room. C/Eng said he feels fine to resume duties, Captain has not decided yet on whether to allow C/E to enter E/R.
Inject 5 Target Areas:
- What instruction can ERT provide Master?
- Who will contact Harbourmaster?
- The Chief Eng is feeling fine after initially suffering from minor smoke inhalation, what advice can you give the Captain?
INJECT 6
Scenario
- Vessel Safely under Tow towards Barcelona.
- Captain reports; he has noted some local pleasure crafts taking pictures on their mobile phones of the Yacht under Tow.
- No other issues.
Inject 6 Target Areas:
- What resources do we provide the yacht in Barcelona?
- Chief Eng, possible repatriation/ medical?
- How will ERT monitor Yacht’s progress toward Barcelona.
- Consideration of possible Mobile images on social media, Company reputation?
- External Notifications.
